Is CPX24.com a Scam CPM Ad Network? (PART 1 OF 2)

This review is from the viewpoint of a PUBLISHER, who may at first be lured to cpx24.com for their advertised high CPM earnings. While searching for a good cpm advertising network, I came across CPX24.com.

If you have a website with loads of advertising space and heaps of traffic, you may have searched for a good CPM ad network. 

(A CPM ad network pays you an amount, usually differening in rate for country of where a site visit comes from, for every 1,000 exposures [views] of your webpage with the ad on it.  This is different for example an ad network that pays you only when an ad is viewed AND clicked.)

This review is from the viewpoint of a PUBLISHER, who may at first be lured to cpx24.com for their advertised high CPM earnings. 

While searching for a good cpm advertising network, I came across CPX24.com.  Some info from their site:

Sounds good, especially the up to $2 per 1000 visitors part.  And yet, while searching for reviews for cpx24.com online, nobody seemed ecstatic and many seemed to be unhappy with cpx24.com.  Seems they were disappointed with their payments;  seems somewhere on the site (probably in the past, since I can't find it now) they were made to expect to be paid $1 per 1,000 views, and they did not get that.   

Well, I signed up and gave them a try anyway.   

Very simple, very straightforward, you post one code for the only available banner, a 728 x 90 banner, onto your website where you'd like the banner to appear.  I placed it on three of my websites. 

At the same time, I was running advertising campaigns on these three websites with other advertisers, and the visitors came streaming in.  In my cpx24.com stats, the money came streaming in too because of all this traffic.  Well, streaming as in cents and dimes.

As you can see from the info above, one can put in a withdrawal request to Paypal as soon as you reach 50 cents.  I put in withdrawal requests every time I reached $5.  By the end of the week, I was expecting more than $25 in earnings.

From the "site News" feed, it would appear payments are done every Friday.  Well, Friday came and went.  On the site they say payments are done every weekend.  So I waited the weekend.  The weekend came and went.
